California decided, in the 80's and 90's, that a small percentage of the population committed a great majority of the crimes.
The answer was the 3 strikes law. You know, on conviction of a third serious or violent crime, you go to jail for the rest of your life.

Reuters writes “social media users have been sharing content online that claims Democratic Presidential nominee Joe Biden eulogized Robert Byrd, asserting he was the grand wizard of the Ku Klux Klan (KKK). This claim is partly false. Though various prominent politicians eulogized Byrd at his funeral, the senator was never the grand wizard of the KKK...”

The reason they ruled it "partly false" because Byrd was actually an “Exalted Cyclops”, which they admit that it “meant that Byrd was the top officer in the local klan.”

The Democrats spent decades dismissing and brushing off Byrd's history in the KKK.

But Byrd was still using the n-word in TV interviews in the early 2000s.
